The state government
announced that 35 colleges will be closed for functioning without approval. The
move came shortly after the Centre decided to derecognize 44 deemed
universities, including six in Karnataka.
One would have expected a tense
atmosphere at institutes whose names came within the ‘derecognized’ bracket.
Fortunately, there was no panic or questions from parents or students on the
issue.
While it was business as usual on
Saturday, 70 students from IFIM Business School turned up at Vidhana Soudha to
submit a petition against the decision to close the institute, which they say
is approved by AICTE.Nitte Institute of Catering Studies,
which is one of the derecognized colleges, is no longer functioning. “We want
to have a separate campus now and have bought land in Mangalore,” a Nitte
official said. Also, MATS School of Business and IT closed down three years ago. The Jain
Group of Institutions has already started MATS Institute of Management and
Entreprenuership and has been running it for the past three years, which is
approved by AICTE. E R Prabhakara, chief executive,
Gokula Education Foundation, said: “We will explain the matter to the
government. Classes are being held as usual and there is no
panic or anxiety among students.” Manish Jain, CEO, Indian Business Academy,
said students are already aware about the case against AICTE. “When we won the
case, we displayed the information on the notice board,” he added.
E R Prabhakara, chief executive,
Gokula Education Foundation, the school started before the Centre set up such
regulations. “Then it asked us to submit all records, which we did. An
inspection team visited our institute and a report was submitted to the Centre.
Even then we have been getting notices to which we have been replying
regularly. Now we are looking into the matter,”.

The first phase of CAT 2009 was from November 28th to December 8th, 2009. The second phase of CAT 2009 will be on January 30th and 31st, 2010.
Equity and fairness requires that candidates who faced disruptions during thetest be given an opportunity to complete the test while not requiring those who completed the test successfully to take the test again.
The following candidates would be scheduled for a test in the second phase of CAT 2009:
- those who could not take the test due to planned or unplanned closure of their test lab and were not rescheduled later in the first phase. (This does not include voluntary no-shows.)
- those who were rescheduled but could not appear for the test because of notice period of less than 48 hours.
- those who were rescheduled but could not appear for the test as they were rescheduled in a city different from their original choice.
- those who pressed the End/Quit button within the first 120 minutes during the first three days of the testing window and have not been rescheduled yet. (If a candidate in this category chooses not to take the rescheduled test, then his/her score from the first phase of testing will be retained.)
- those who completed the test in more than 140 minutes of clock-time* due to computer disruptions. (If a candidate in this category does not appear for the rescheduled test, then his/her score from the first phase of testing will be considered null and void.)
- those who completed the test in 136 minutes to 140 minutes of clock-time* due to computer disruptions would have an option to take the rescheduled test. (If a candidate in this category does not appear for the rescheduled test, then his/her score from the first phase of testing will be retained.)
- those who experienced difficulties due to various kinds of disruptions such as frozen computer screen, blank screen, and data/graphic elements not displaying properly; identified through site reports recorded at the test labs and have not been rescheduled yet.
(*Clock-time refers to actual elapsed time from the start of the test tothe end of the test for a candidate. This is different from the timeindicated by the count-down timer which was displayed on the computerscreen.)
The above criteria have been arrived at based onthe analysis of calls and emails received from the candidates; sitereports filed by the site managers; computer logs; and informationgathered from websites and blogs. The rescheduling (based on the abovecriteria) and the psychometric equivalences that will be establishedacross the test address all issues of equity and fairness raised invarious forums (including those pertaining to candidates gettingadditional clock-time).
The candidates identified for there-test in phase two would receive communication from Prometric byJanuary 10, 2010. The results of CAT 2009 are likely to be declared bythe third week of February 2010.
